CIA Director Ratcliffe meets Cuban officials amid tensions and aid talks

CIA Director John Ratcliffe met with Cuban officials in Havana on Thursday, marking a rare diplomatic exchange between the two nations. The discussions, involving high-ranking figures including Raúl Castro's grandson Raulito Rodríguez Castro and Cuban intelligence leaders, focused on intelligence cooperation, economic stability, and security concerns. The U.S. emphasized that Cuba must make 'fundamental changes' to engage in meaningful dialogue, while Havana reiterated its stance that it poses no threat to U.S. national security.

The meeting occurred amid escalating tensions following the U.S. military's intervention in Venezuela, a key Cuban ally, which disrupted oil supplies critical to Cuba's energy infrastructure. Cuban officials reported widespread power outages and supply shortages, with energy minister Vicente de la O Levy stating the country had exhausted its oil reserves. The U.S. has maintained an embargo on Cuba since the Cold War, though recent efforts under the Trump administration have sought to pressure the island through economic measures.

The Biden administration previously removed Cuba from the state sponsors of terrorism list in 2025, but Trump reinstated the designation early in his second term. The U.S. State Department announced a $100 million humanitarian aid package, contingent on distribution by independent organizations like the Catholic Church. Cuban Foreign Minister Bruno Rodriguez acknowledged the offer but criticized the U.S. for imposing 'collective punishment' through sanctions, highlighting the humanitarian crisis exacerbated by the blockade.

Cuba's leadership called for the lifting of economic restrictions, arguing that easing the embargo would swiftly alleviate suffering. Meanwhile, U.S. Secretary of State Marco Rubio reiterated demands that aid bypass the Cuban government, stating it must be 'free of political maneuvering.' Despite the challenges, both sides indicated openness to dialogue, with Havana describing the meeting as a step toward improving bilateral relations.
